Apr 8 - 9, 2005 Northwestern Minnesota Synod Assembly Approved sexuality task force's first recommendation asking the church to faithfully live together amid disagreements. Approved sexuality task force's second recommendation, a 1993 bishops' statement opposing the official blessing of same-sex unions. Rejected sexuality task force's third recommendation which called for non-enforcement of ELCA standards for ordination. Approved a resolution stating that gay and lesbian Christians are welcome in ELCA congregations.
Apr 9 - 10, 2005 Eastern North Dakota Synod Assembly Resolution #3 resolved the EaND Assembly to memorialize the 2005 Churchwide Assembly to adopt "Dissenting Position One" from the Task Force Report. This resolution passed 244 yes to 164.

Apr 22 - 24, 2005 Eastern Washington-Idaho Synod Assembly Sought "to amend the Church Council's second recommendation to clarify whether the 1993 statement of the Conference of Bishops shall become policy, or if the blessing of same-sex unions is a matter of discernment that is entrusted to pastors and congregations." Failed to pass a resolution asking the Churchwide Assembly to adopt "ELCA Sexuality Task Force Dissenting Position One," which upholds current church policy.
Apr 29 - May 1, 2005 Northeastern Minnesota Synod Assembly
  • 05-1a: "Resolution on the Report and Recommendations from the Task Force for the ELCA Studies on Sexuality" Adopted as amended
  • 05-2: (submitted by the Church Council of Bethany Lutheran Church, Duluth) Tabled; motion to remove from table defeated
  • 05-6: Approved the first two recommendations from the ELCA Church Council to the ELCA Churchwide Assembly on Sexuality Studies and defeated the third.
Apr 29 - May 1, 2005 Northern Texas-Northern Louisiana Synod Assembly Passed 157-130 the following resolution: resolved "that the NT-NL Synod in assembly memorialize the Churchwide Assembly to keep in place the current Vision and Expectations and Definitions and Guidelines for Discipline for rostered leaders in the ELCA and make no change in policy, practice, or procedure."
Apr 29 - May 1, 2005 Sierra Pacific Synod Assembly (Taken from the Sierra Pacific Website) A critical moment came when two resolutions were tabled indefinitely. In his report to the Assembly, Bishop David Mullen referred to them, saying, “Because of two resolutions sent to us, we will also once again be discussing at this Synod Assembly issues of human sexuality, in the context of the recommendations from the ELCA Task Force. The two resolutions before us ask for opposite things, one a firm line on the current expectations for ordained clergy (therefore precluding homosexual clergy who may be in or are open to a committed relationship), and the other, asking that the ELCA consider removing all barriers to the ministry for gay and lesbian candidates who seek to be on the roster of ordained clergy in the ELCA. It is my view that in our current context either choice turns us away from the struggle to understand how we can disagree with one another and yet continue together in a church where such earnest, deeply held, and opposite convictions are present among God’s people.” The Assembly entered into a Committee of the Whole for discussion prior to the vote to table.
Apr 30, 2005 NE Ohio Synod Assembly Sexuality Report Three options (A, B, or C) were presented, discussed, and voted on this subject. The assembly recommended that the NEOS memorialize the 2005 ELCA Churchwide Assembly to adopt the following resolution as a substitute for the ELCA Church Council recommendations: That the ELCA: (1) Affirm and uphold current policy and practices consistent with past understandings of Visions and Expectations, Definitions and Guidelines for Discipline, and the social statements of the LCA and the ALC; (2) Admonish individuals, communities, congregations, and synods that any discipline that may result in response to actions contrary to those policies be undertaken with all humility in the knowledge that we see through a glass darkly. May we forgive as we wish to be forgiven. Remembering the log in our own eye, may Christian charity guide our ways; and (3) Beseech individuals, communities, congregations, and synods, who for reasons of conscience will act contrary to the aforementioned policies, to graciously accept and endure the discipline of the church for the sake of peace, secure in the knowledge "that the sufferings of this present time are not worth comparing with the glory that is to be revealed to us." (Romans 8:18)
May 5 - 7, 2005 Florida-Bahamas Synod Assembly
  • Affirmed with gratitude the work of the Task Force for ELCA Studies on Sexuality and all those involved in the study.
  • Encouraged synod churches to hold the 2005 Churchwide Assembly in prayer as they deliberate these matters.
  • Supported the recommendation to affirm "our unity while recognizing our diversity" and find "ways to live together faithfully in the midst of differences."
  • Supported the recommendation to follow the 1993 statement of the Conference of Bishops advising no official rite of blessing of same sex unions, but trusting "pastors and congregations to provide faithful pastoral care to all persons."
  • Rejected the ELCA Church Council's recommendation to allow exceptions for the ordination of gays and lesbians in committed relationships, and instead affirmed the "normative expectations of this Church for its rostered persons" and memorialized the 2005 Churchwide Assembly to "urge all Synodical Bishops to enforce current standards in matters of doctrine and conduct."

May 6 - 7, 2005 Southeastern Pennsylvania Synod Assembly Expressed strong support for the first two Church Council's recommendations, calling upon the church to "concentrate on finding ways to live together faithfully in the midst of disagreements" and to "welcome gay and lesbian persons into its life..and trust pastors and congregations to discern ways to provide faithful pastoral care to same-sex couples" while continuiing to respect the guidance of the 1993 Conferecne of Bishops statement that found no precedence in Scripture for an official rite of blessing for same-sex unions.

  • Adopted Resolution #1, to memorialize the ELCA Churchwide Assembly:
  • to express opposition to prejudice because of sexuality orientation and declare intentions to include all people as full participants in the life of congregations;
  • to reaffirm Visions and Expectations and Definitions and Guidelines for Discipline;
  • to reaffirm marriage as a rite used solely for the union of a man and a woman, and to neither recognize nor endorse any ecclesiastical ceremony of blessing for same-sex couples;
  • to incorporate reaffirmations in the 2007 statement on sexuality;
  • and to direct all expressions and units of this church to abide by Visions and Expectations and Definitions and Guidelines for Discipline.
  • Adopted Resolution #2, to memorialize the ELCA Churchwide Assembly to adopt a statement that the practice of the church should not be changed to include ceremonies for the blessing of same-sex unions.
  • Adopted Resolution #3, to memorialize the ELCA Churchwide Assembly to adopt a statement in response to the sexuality task force report that the ELCA will not at this time change current tradition and practice by adding a local option for forming a nongeographical synod.
  • Adopted Resolution #4, to memorialize the ELCA Churchwide Assembly to bring to a vote two questions: whether to ordain, commission or consecrate gays and lesbians living in a committed same-sex relationship and whether to bless same-sex unions.
  • Adopted Resolution #5, that the ELCA Board for Ministry recommend the ELCA Church Council adopt a common standard of conduct for all candidates for rostered ministry (chastity in singleness and fidelity in marriage), and that existing church discipline be applied to all candidates for rostered ministry who do not abide by Visions and Expectations.

  • Resolution #05-1 Passed 172-104: To Support the Recommendations of the ELCA Church Council. Requests that the ELCA 2005 Churchwide Assembly adopt the three resolutions on sexuality studies recommended by the Church Council in its April 11, 2005 report.

  • Passed (315-143, 23 abstentions) a resolution to memorialize the 2005 Churchwide Assembly to vote to establish a policy that the ELCA not offer blessings of same gender unions and to affirm the current Visision and Expectations of the ELCA, that all rostered leaders are to be faithful in marriage and chaste outside of marriage. This standard is to be equally applied to those who see themselves as heterosexual and to those who see themselves as gay or lesbian.

May 20 - 21, 2005 Southwestern Texas Synod Assembly
  • A resolution adopted by the assembly memorializes the 2005 Churchwide Assembly to adopt as policy the 1993 statement of the Conference of Bishops regarding blessing homosexual relationships, and to memorialize the assembly to adopt Dissenting Position One from the report of the Task Force on ELCA Studies on Sexuality. This dissenting position calls on the church to affirm and uphold the ELCA's current policies in Visions and Expectations and Definitions and Guidelines for Discipline.
  • A defeated resolution would have memorialized the churchwide assembly to adopt policy that would permit pastors and congregations to perform services of blessing for same-gender relationships.
  • A resolution calling on the synod to make a public proclamation of welcome to all children of God, regardless of sexual orientation, was defeated.

    #8 - Oregon Synod adopt the designation and practice of a "Reconciling in Christ" Synod.
    / #9-Asked 2005 churchwide assembly to adopt the following: That there be no policy barrier to rostered service for otherwise qualified persons in same-gender covenanted relationships that are "mutal, chaste and faithful," and that Vision & Expectations, Definition and Guidelines for Discipline be revised.
    #10 -Congregations may choose to give their pastors discretion to bless covenanted same-gender relationships.

June 2 - 4, 2005 Greater Milwaukee Synod Assembly
  • Resolution 1 opposed the adoption of Wisconsin's Defense of Marriage Act that seeks to change their state's constitution.
  • Resolution 2A resolved to "affirm and bless" everyone whether they agree or not that homosexual behavior is sinful; and encouraged them to partner with other congregations for the purpose of mutual enrichment and growth, as outlined in recommendation one of the ELCA Studies on Sexuality Task Force Report.
  • Resolution 2B supported the revision of the "Visions and Expectations" to permit gay and lesbian candidates in committed relationships to be considered for ordination on the same basis as other candidates.
  • Resolution 2C to recognize and affirm both kinds of congregations: (1) those that will ask God's blessing on permanent, faithful, committed, same-gender unions, and (2) those that do not find a blessing to be in keeping with their understanding of Scripture.

  • 05-01 Resolution on Departing in Peace (formerly Resolution 04-02, postponed from 2004 assembly) - failed.
  • Resolved that the New England Synod of the ELCA memorialize the 2005 national assembly of the ELCA to designate an office, or make other necessary provisions, to accommodate the departure of those laity, clergy or congregations, that, because of the decisions made on the issues regarding human sexuality, choose to leave the ELCA for the sake of good conscience. Be it further
  • Resolved that this be done in ways that do not add to the pain already present in making such a difficult decision of conscience, but that it be done in fraternal love.
  • 05-02 Resolution on Rejecting of the ELCA Task Force on Sexuality's Recommendations - failed, 388 to 98 by paper ballot.
  • Resolved that the New England Synod of the ELCA memorialize the 2005 Churchwide Assembly to reject the recommendations of the Task Force for ELCA Studies on Sexuality; And be it further

June 2 - 4, 2005 North Carolina Synod Assembly
  • A Memorial (resolution 1) for no ordination of practicing homosexuals and no blessing of same-sex unions passed 319-251.
June 2 - 4, 2005 St. Paul Synod Assembly
  • Passed, by a substantial majority, a resolution memoralizing the 2005 CWA to "amend the ELCA governing documents to create a church council composed of one member elected by each synod, plus the four officers, and that this church council be charged with oversight of the ministry of the churchwide units; and that the proposed steering committees of the proposed departments be eliminated, with provision made for the occasional convening of such advice-giving consulting groups as a unit may need for special purposes."   • Resolution against blessing same sex unions approved 150-134.
  • Resolution against ordaining practicing homosexuals approved 165-127.
  • Secret ballot on maintaining Vision & Expectations policy defeated 146-135.
June 2 - 5, 2005 Central States Synod Assembly
  • On the Church Council's recommendations they voted: yes by a wide margin on numbers 1 and 2 but only by 2 votes on number 3, a resolution to ordain gays.
June 3 - 4, 2005 East-Central Synod of Wisconsin Assembly
  • Narrowly voted down a resolution which was an affirmation of our current Visions and Expectations and urged no changes in our sexuality policies.
  • Approved a resolution asking to continue the discussions on Human Sexuality in the ELCA, support and uphhold the current "Visions and Expectations" while disussions contiinue, and refrain from voting on issues of Human Sexuality at this time. It included a late amendment asking the Task Force to clarify themselves and to propose a specific plan for exceptions.

  • marriage is between a man and a woman;
  • current ministry standards should be maintained;
  • support for Recommendation #1 - that we "concentrate on finding ways to live together...";
  • decline to recommend any change with respect to the matter of blessing same-sex couples;
  • rejects the idea implied in Recommendation #3 concerning refraining from disciplining some partnered gay or lesbian candidates.
  • Resolved: - memorialize CWA to continue under the standards as set forth in V and E and Definitions and Guidelines for Discipline - delegates to CWA take under advisement the above affirmation as they attend CWA.

  • Passed the resolution memorializing the Churchwide Assembly to remove any policy barrier to rostered service for otherwise qualified persons in same-gender, covenanted relationships by a vote of 164 to 114.
June 9 - 11, 2005 Northwestern Pennsylvania Synod Assembly
  • Resolution that calls for rejection of Church Council Recommendation 3 on sexuality - Adopted (344 yes; 1690 no; 26 abstentions)
June 10 - 11, 2005 Lower Susquehanna Synod Assembly
  • In two separate actions, voting members asked the 2005 ELCA Churchwide Assembly to postpone decisions that will be coming to that assembly in August for ratification.
  • Voting members want the "Renewing Worship" project, a series of provisional matrials that are being tried and tested in a variety of worship settings, put on hold until congregations can study the materials in depth and theologians and academicians can provide input on the confessional integrity of the materials.
  • Voting members also approved a request of the Churchwide Assembly to postpone a decision on the blessing of same-sex unions and the ordination, consecration, and commissioning of people in committed same-sex unions until a social statement on human sexuality is completed.
