Apr 22 - 25, 2004 Central States Assembly Resolution SA04.07 Election of Voting Members to ELCA Churchwide Assemblies: Provided requirements in addition to the constitutional requirements for the process of electing voting members to the churchwide assembly. DEFEATED

Resolution SA04.08 Sexuality: Memorial to churchwide requesting prohibition for inclusion on rost of those practicing or promoting homosexual behavior. DEFEATED

The Synod Constitution was amended & a by-law added to provide voice & vote privileges to ordained ministers from full communion partner churches who are serving a congregation of the synod.

A "Declaration of Commitment to Unity" was adopted as amended, affirming our Christian unity in the sacraments, as a synod & in the ELCA; our confidence that the saving power of Christ will carry us through discernment & disagreement about issues of sexuality; our participation in mutual conversation on the subject prior to any final decision; & commitment to a focus on the Gospel that unites us as we bear witness to world.

Among its actions, the assembly: * declared that persons participating in homosexual relationships should be prohibited from holding positions of leadership in the Synod & ELCA was adopted (150 yes to 138 no);
* referred to congregations for study a resolution in support of a proposed amendment to the U.S. Constitution of the U.S. limiting "marriage" to the union of one man & one woman;
* referred to the Sexuality Task Force & the ELCA Church Council three resolutions addressing concerns of sexuality, scripture & voting around these issues "as information from representative voices that need to be heard."

DEFEATED Resolution #8 on "marriage and family". The reason for defeat is that the resolution would stop the process well underway throughout the ELCA through the Sexuality Study and would ignore the decision made at the 2003 Churchwide Assembly to not disrupt the study timeline. The Synod, as part of the ELCA, continues to be committed to the practice identified in Visions and Expectations as the norm for our rostered leaders.

R-02: A Resolution calling on the I-K Synod to become a "Reconciled in Christ" synod. Replaced with a substitute resolution affirming that all are welcome in worship & the life of the church that was passed on voice vote.

R-04: A resolution calling for an end to the Division of Outreach's relationship with Lutherans Concerned. Defeated on voice vote.

R-05: A resolution opposing the creation of a policy allowing the blessing of same sex unions. Defeated on voice vote.

R-06: A resolution calling on the 2005 Churchwide Assembly to maintain current practices on standares of ordination until such time as a 2/3 majority agrees to any change. Passed 226 to 173

R-08: A resolution calling for all congregations to remain in the ELCA regardless of the outcome of the 2005 Churchwide Assembly. Defeated on voice vote.

May 20 - 22, 2004 Metropolitan New York Synod Assembly Resolved, That the Metropolitan New York Synod of the Evangelical Lutheran Chruch endorses & supports recognition of & legislation to provide for gay & lesbian persons under civil law; and be it further Resolved, That the Metropolitan New York Synod of the Evangelical Lutheran Church opposes efforts to ban, limit, or overturn the full recognition of same-sex relationships (where such may exist) through state or federal constitutional amendment. Upper Susquehanna Synod Assembly

A resolution concerning the changing of ordination standards in the ELCA passed. resolution on postponing a vote on the question of ordination of active homosexual rostered person passed.

A resolution concerning the changing of ordination standards in the ELCA was carried over as unfinished business.

June 11 - 13, 2004 Northeastern Iowa Synod Assembly

Adopted "A resolution concerning Human Sexuality," which affirms the church's traditional teaching on marriage & sexuality.

Synod assembly voice and vote is possible for ordained ministers from church bodies with which the ELCA has full communion relationships.

Wording is changed from delegates to voting members for assembly members.

04.10 "Marriage and Family" passed with amendment deleting last 14 words, "...and to adopt no changes in its teaching or practice that contradict these principles".

04.14"Substitute Resolution to Resolution 04.12" passed as proposed (replaced 04.12) This resolution affirms that all people are welcome at worship; encourages welcoming gay & lesbian people in ways consistent with scripture, and encourages careful study of "Reconciling in Christ" approach along with "Communities of Grace"approach.

In response to the Renewing Worship materials being developed, directed the Synod Council to ask the ELCA Church Council to "conduct a theological review of all proposals and hymns, placing special emphasis on the Trinitarian language" before making any recommendations for adoption to the 2005 ELCA Churchwide Assembly.

Resolved that the unity we share at the font and around the table cannot be broken by our differing perspectives on human sexuality; that we will continue in the process of discernment regarding human sexuality; that we reaffirm our commitment to the unity of the ELCA; that we advocate fora church in which sisters and brothers in Christ may passiontely disagree yet remain one; and that we will work toward alternatives to division over our difference.
