Apr 25 - 27, 2003 Western Iowa Synod Assembly Synod refused to consider the submitted resolution asking for study of the Admonition because further study of CCM was, in their judgment, just "not appropriate."

Direct Election of Church Council Members passed.

May 8 - 10, 2003 Indiana-Kentucky Synod Assembly

Ratification of ecumenical agreements and changes in ministry standards was referred to Synod Council.

The following five sexuality resolutions were all tabled.) Resolution calling for the Div. for Outreach to rescind its official relationship with Lutherans Concerned.

2) Resolution to make IK Synod an RIC (Reconciled in Christ) synod. 3) Resolution opposing a change in ministry standards

4) Resolution asking the ELCA to consult with other Lutheran churches throughout the world before proceeding unilaterally to approve ordination of practicing homosexual or blessing of same-sex unions. 5) Resolution concerning the study of ordination, homosexuality, and same-sex unions

May 16 - 17, 2003 Northwestern Ohio Synod Assembly Marriage and Family Resolution referred to task force. Constitutional Change Resolution defeated. The Resolution Calling for the Study of Hermenuetics was adopted.
May 16 - 17, 2003 South-Central Synod of Wisconsin Assembly
May 16 - 17, 2003 Southwestern Washington Synod Assembly Independently written resolutions addressing concerns about representation were defeated. Commending the Freedom to Receive or Reject the Historic Episcopate was narrowly defeated.
May 16 - 18, 2003 Montana Synod Assembly The Ratification of Ecumenical Agreements Resolution passed overwhelmingly. The Marriage & Family Resolution and the Freedom to Receive or Reject the Historic Episcopate were defeated.

May 29 - 31, 2003 Nebraska Synod Assembly The Freedom to Receive or Reject the Historic Episcopate, the Resolution on Restructuring the ELCA Church Council and Voting Member Resolutions were defeated.
May 29 - 31, 2003 South Carolina Synod Assembly
May 29 - 31, 2003 Southwest California Synod Assembly The Freedom to Receive or Reject the Historic Episcopate Resolution & the resolution on term limits both failed.
May 30 -31, 2003 Northwest Synod of Wisconsin Assembly Passed the resolution on Term Limits but the Freedom to Receive or Reject the Historic Episcopate failed.
May 30 - Jun1, 2003 Grand Canyon Synod Assembly Defeated resolution calling for no changes to Vision & Expectations.
May 30 - Jun1, 2003 South Dakota Synod Assembly The Freedom to Receive or Reject the Historic Episcopate Resolution passed overwhelming. Marriage & Family Resolution passed by 15 votes. The Resolution on Term Limits was defeated by 7 votes. The Resolution on Restructuring the ELCA Church Council and the resolution dealing with Ratification of Ecumenical Agreements failed fairly substantially. Lay Presidency at Communion referred to Deans Committee.
May 30 - Jun1, 2003 Southeastern Synod Assembly A Resolution on the ELCA Study of Sexuality affirmed ELCA process and resolutions on sexuality are allowed.
May 30 - Jun1, 2003 Virginia Synod Assembly Encouraged congregations to participate in sexuality process. Tabled until 2004 resolution opposing same sex blessings.

Jun 1 - 3, 2003 Upstate New York Synod Assembly The Freedom to Receive or Reject the Historic Episcopate failed. Restructuring the ELCA Church Council was presented but vote not taken. Lay Presidency at Communion referred to Deans and Conference of Bishops
Jun 5 - 7, 2003 Central/Southern Illinois Synod Assembly Resolution to Affirm Biblical and Confessionl Principles in Human Sexuality Study passed. Resolutions 2003.05, 06, 07 postponed indefinitely. Resolution to Support Involvement in the ELCA Discernment Process on Human Sexuality passed.
Jun 5 - 7, 2003 Metropolitan Chicago Synod Assembly The Resolution, "Issues about Gay and Lesbian People in Church" adopted as amended.
Jun 5 - 7, 2003 New England Synod Assembly Resolution on Exceptional Ordinations passed. Calls for the provision for exceptions to expire on January 1, 2008.
Jun 5 - 7, 2003 North Carolina Synod Assembly The Resolutions: Marriage & Family and Synodical Study on Human Sexuality passed. Relationship between Division of Outreach and Lutherans Concerned /N.America premature. Admonition Resolution defeated.
Jun 5 - 7, 2003 Texas-Louisiana Gulf Coast Synod Assembly
Jun 6 - 7, 2003 East-Central Synod of Wisconsin Assembly Passed a resolution supporting the ELCA "Visions & Expectations" document. Also passed a resolution requesting Churchwide to consider amending its own rules on the issue of changes to ordination/marriage/blessing to require a ratifyng process of a majority vote of 2/3 of the synods.
Jun 6 - 7, 2003 Southeastern Iowa Synod Assembly
Jun 6 - 7, 2003 West Virginia-Western Maryland Synod The resolution, Concerning the timetable for Churchwide Assembly actions related to human sexuality & church practice - would postpone 2005 vote until after 2007 study.
Jun 6 - 7, 2003 Western North Dakota Synod Assembly Resolution on Term Limits, Freedom to Receive or Reject the Historic Episcopate and Restructuring the ELCA Church Council all voted down 3 to 1.
Jun 6 - 8, 2003 Northwestern Minnesota Synod Assembly The resolution memorializing the Churchwide to make amendments to our constitutions for delegates rather than Voting members failed; but a resolution requiring ratification of constitutional amendments passed.
Jun 12 - 14, 2003 Allegheny Synod Assembly Delay 2005 vote on changes until Sexuality Statement. Maintain current Vision and Expectations standards for at least duration of the study. Adopted ratification by 2/3 of synods of Churchwide Assembly decisions on sexuality issues.
Jun 12 - 14, 2003 Metropolitan Washington, D.C. Synod Assembly Adopted: Pastoral Care Resolution, which rejects therapies that change sexual orientation, and the Recognition and Blessing of Same Gender Unions Resolution states those who bless same sex do so in faithfulness, but recognizes not all agree.
Jun 12 - 14, 2003 Southwestern Pennsylvania Synod Assembly Delay 2005 vote on Sexuality until 2007 study is presented.

Jun 13 - 14, 2003 Lower Susquehanna Synod Assembly A resolution regarding Christian Sexual Ethics and a memorial regarding the Social Statement on Human Sexuality were adopted.
Jun 13 - 14, 2003 Northern Illinois Synod Assembly
Jun13 - 14, 2003 Southwestern Minnesota Synod Assembly Ratification of Ecumenical Agreements, Restructuring the ELCA Church Council and Freedom to Receive or Reject the Historic Episcopate Resolutions passed as ammended. Marriage & Family Resolution tabled. Resolution on Term Limits and Voting Member Resolutions defeated. Also, the resolutions Regarding Holy Communion in Congregations on Assembly Sunday and Voting Privileges for Pastors of Full Communion Partners Serving Ministries in this synod passed.

Jun 14 - 15, 2003 Northeastern Iowa Synod Assembly Alternate Resolution Concerning Human Sexuality was adopted.

Jun 20 - 22, 2003 Eastern Washington-Idaho Synod Assembly The Resolution Requiring Ratification of Constitutional Amendments and the Presiding by Laypersons at Holy Communion Resolution passed. The Freedom to Receive or Reject the Historic Episcopate Resolution was postponed until 2004.
