Resolution A-04

Rationale:

The Lutheran Church affirms the Biblical understanding of the priesthood of all believers in its Confessions and recognizes the gifts of faith in each congregational member. The Church also affirms that the effectiveness of the Sacrament of Holy Communion is dependent on God’s grace alone (or the work of the Holy Spirit bringing Christ’s Presence), and is not dependent on our faithfulness, ordination, office or ritual (ex opera operator—from the work worked). Each congregation or church is responsible for the mission and implementation of its ministry in good order according to the Scripture and Confessions of Lutheranism. The essence of this Resolution was passed by the Washington-Idaho Synod at its 2003 Synod Assembly, and should be a recognized practice for all faithful Lutherans.

Resolved:

1       That the Southeast Michigan Synod recognize, affirm and encourage

2       congregations who identify and empower individuals within their faith

3       community to be educated, selected, and appointed by the duly called

4       and installed Pastor together with the respective Congregational Council

5       to preside at Holy Communion when an ordained or rostered leader is

6       not available.

Submitted by:

Pastor Harold D. Schlachtenhaufen

Resolutions Committee Recommendation -Resolution A-04

The committee recommends that the chair rule Resolution A-04 out of order.

Rationale for Recommendation:

The resolution would violate the Evangelical Lutheran Church in America’s

Constitution and Bylaws. Bylaw 7.61.01 clearly requires a synodical bishop to be

involved in decisions of lay persons presiding at services of Holy Communion.
